The app even scans and logs the bluetooth UDIDs of nearby devices during an emergency event.  100% Free, PhoneFlare is entirely volunteer run and open-source. A labor of more than two years, all costs and overhead is paid through donations, grants and out of pocket by our volunteers. We are certified 501(c)3 non-profit.
