The Dravidian Model Government in Tamil Nadu has implemented various initiatives to promote gender equality, particularly for women who make up half of the population. They have introduced schemes to improve women's status in education, governance, and the economy, and have promised to provide Rs. 1,000 per month to women heads of households. This scheme will be launched on September 15th, the birth anniversary of Perarignar Anna, and will benefit women who have been adversely affected by rising prices. The government has allocated Rs. 7,000 crore in the budget for this scheme, which will have a significant impact on the socio-economic life of women in the state.
தமிழ்நாட்டின் திராவிட முன்மாதிரி அரசாங்கம் பாலின சமத்துவத்தை மேம்படுத்த பல்வேறு முயற்சிகளை செயல்படுத்தியுள்ளது, குறிப்பாக மக்கள்தொகையில் பாதியாக இருக்கும் பெண்களுக்கு. கல்வி, நிர்வாகம், பொருளாதாரம் ஆகியவற்றில் பெண்களின் நிலையை மேம்படுத்தும் திட்டங்களை அறிமுகப்படுத்தி, ரூ. பெண் குடும்பத் தலைவர்களுக்கு மாதம் 1,000 ரூபாய். விலைவாசி உயர்வால் பாதிக்கப்பட்டுள்ள பெண்கள் பயன்பெறும் வகையில், பேரறிஞர் அண்ணா பிறந்த நாளான செப்டம்பர் 15ம் தேதி இத்திட்டம் தொடங்கப்படும். அரசு ரூ. இந்த திட்டத்திற்காக பட்ஜெட்டில் 7,000 கோடி ரூபாய் ஒதுக்கப்பட்டுள்ளது, இது மாநிலத்தில் பெண்களின் சமூக-பொருளாதார வாழ்க்கையில் குறிப்பிடத்தக்க தாக்கத்தை ஏற்படுத்தும்.
This Dravidian Model Government has planned and taken many initiatives to promote equality of women, who form half of the population. The Dravida Munnetra Kazhagam Governments have always implemented schemes to improve the status of women in education, governance, positions of responsibility, economy and society at large. From giving equal rights in property and reservation in local bodies then, to free bus travel scheme for women now, we have always taken care to protect the rights of women and promote their welfare. On the same lines, we had promised in the Election Manifesto that Rs.1,000 will be given every month to women heads of households. We not only follow the maxim: “we do what we say – we say what we will do”, but in addition we have also implemented many schemes which we have not promised.
இந்த திராவிட முன்மாதிரி அரசாங்கம், மக்கள்தொகையில் பாதியாக இருக்கும் பெண்களின் சமத்துவத்தை மேம்படுத்த பல முயற்சிகளை திட்டமிட்டு எடுத்துள்ளது. கல்வி, ஆட்சி, பொறுப்பு, பொருளாதாரம் மற்றும் சமூகம் ஆகிய துறைகளில் பெண்களின் நிலையை மேம்படுத்தும் திட்டங்களை திராவிட முன்னேற்றக் கழக அரசுகள் எப்போதும் செயல்படுத்தி வருகின்றன. அப்போது உள்ளாட்சி அமைப்புகளில் சொத்து, இடஒதுக்கீட்டில் சம உரிமை அளிப்பது முதல், இப்போது பெண்களுக்கான இலவச பேருந்து பயணத் திட்டம் வரை, பெண்களின் உரிமைகளைப் பாதுகாக்கவும், அவர்களின் நலனை மேம்படுத்தவும் நாங்கள் எப்போதும் அக்கறை எடுத்து வருகிறோம். அதேபோன்று, தேர்தல் அறிக்கையில் பெண் குடும்பத் தலைவர்களுக்கு மாதந்தோறும் ரூ.1,000 வழங்கப்படும் என வாக்குறுதி அளித்திருந்தோம். "நாங்கள் சொல்வதைச் செய்கிறோம் - நாங்கள் என்ன செய்வோம் என்று சொல்கிறோம்" என்ற கொள்கையை நாங்கள் பின்பற்றுவது மட்டுமல்லாமல், நாங்கள் வாக்குறுதியளிக்காத பல திட்டங்களையும் செயல்படுத்தியுள்ளோம்.
The Hon‟ble Members of this House are aware of this. Schemes such as Makkalai Thedi Maruthuvam, Pudhumai Penn and Naan Mudhalvan did not find place in the Election Manifesto. The Hon‟ble Chief Minister who has implemented such innovative schemes has been impressing upon us that the promise to provide „Magalir Urimai Thogai‟ should also be implemented.
இந்தச் சபையின் மாண்புமிகு உறுப்பினர்களுக்கு இது தெரியும். மக்களை தேடி மருத்துவம், புதுமைப் பெண், நான் முதல்வன் போன்ற திட்டங்கள் தேர்தல் அறிக்கையில் இடம் பெறவில்லை. இதுபோன்ற புதுமையான திட்டங்களை செயல்படுத்தி வரும் மாண்புமிகு முதலமைச்சர் அவர்கள், “மகளிர் உரிமை தொகை” வழங்கும் வாக்குறுதியும் நிறைவேற்றப்பட வேண்டும் என்று எங்களிடம் பதிந்து வருகிறார்.
Based on this, I am very happy to announce that Rs.1,000 per month will be provided to women heads of eligible households from the upcoming financial year. Women heads of families who have been affected adversely by the steep increase in cooking gas price by the Union Government and the overall price rise, will be greatly benefited by this scheme. The month of September has a special significance to the Dravidian movement. The scheme will be launched by the Hon‟ble Chief Minister on 15th September, the birth anniversary of Perarignar Anna, the great son of Tamil Nadu and a brilliant scholar. It is also noteworthy that the scheme is being launched in the centenary year of Muthamizharignar Kalaignar.
இதன் அடிப்படையில் தகுதியான குடும்பத் தலைவிகளுக்கு வரும் நிதியாண்டு முதல் மாதம் ரூ.1,000 வழங்கப்படும் என்பதை மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறேன். மத்திய அரசின் சமையல் எரிவாயு விலை உயர்வு மற்றும் ஒட்டுமொத்த விலையேற்றம் ஆகியவற்றால் பாதிக்கப்பட்ட குடும்பத் தலைவர்கள் இத்திட்டத்தால் பெரிதும் பயனடைவார்கள். செப்டம்பர் மாதம் திராவிட இயக்கத்திற்கு சிறப்பு வாய்ந்தது. தமிழகத்தின் தலைசிறந்த பேரறிஞரும் பேரறிஞருமான பேரறிஞர் அண்ணாவின் பிறந்தநாளான செப்டம்பர் 15ஆம் தேதி மாண்புமிகு முதலமைச்சர் அவர்களால் இத்திட்டம் தொடங்கப்படும். முத்தமிழறிஞர் கலைஞரின் நூற்றாண்டு விழாவில் இத்திட்டம் தொடங்கப்பட உள்ளது குறிப்பிடத்தக்கது.
The operational guidelines outlining the eligibility to avail the benefits under this scheme will be evolved and released soon. Rs.7,000 crore has been allotted in the Budget for this scheme which will be a game changer in the socio-economic life of women of the State.
இந்தத் திட்டத்தின் கீழ் பலன்களைப் பெறுவதற்கான தகுதியை கோடிட்டுக் காட்டும் செயல்பாட்டு வழிகாட்டுதல்கள் உருவாக்கப்பட்டு விரைவில் வெளியிடப்படும். மாநில பெண்களின் சமூக-பொருளாதார வாழ்க்கையில் மாற்றத்தை ஏற்படுத்தும் இந்தத் திட்டத்திற்காக பட்ஜெட்டில் ரூ.7,000 கோடி ஒதுக்கப்பட்டுள்ளது.
